GENERAL PROCUREMENT NOTICE

NOTICE OF INVITING EXPRESSION OF INTEREST (EOI) FOR PRIVATE DEVELOPERS FOR DEVELOPMENT ON AIRPORT LAND UNDER BUILD OPERATE AND TRANSFER (BOT) BASIS

For

the

Construction and Management of Real Estate Developments
At Mwalimu Julius K. Nyerere International Airport (JKNIA)

1. The Tanzania Airports Authority (TAA) being a Government Agency under the Ministry of Infrastructure Development of the United Republic of Tanzania intends to use part of landmass in its possession for real estate developments for the betterment of the aviation industry and the surrounding community.

2.   The Authority has already developed the JKNIA Master plan. In allocating land for development the TAA has considered those facilities that contribute towards improving and affording services to passengers, greeters and meeters, airport communities, and the general public as well as improving the financial baseline of the Authority.

3.  In developing these facilities (which have commercial application), the Authority has decided to involve the Private sector.

4. The Authority, intends to develop on BOT basis the following projects on land close to the Airport on a long – term lease from TAA on behalf of the Government (Important Note: The compensation cost to be paid by the Investor /   Developer to existing squatters on the airport land  shall be included in the development costs of these Projects).

a). Airport Hotel of the following characteristics.

Four Star Hotel  consisting of the  following facilities:

  • A minimum of one hundred (100) rooms
  • A minimum of two(2) presidential suites
  • Conference facilities
  • Swimming pools
  • First class restaurants
  • Cocktail bars
  • Lounges
  • Transit Lounge

b). Exhibition Centre consisting of the following.

  • Executive pavilions,
  • Suitable wash rooms ,
  • Conference room,
  • Car park and all common utilities.

c). Gym Facility consisting of the following.

  • Sauna,
  • Steam Bath,
  •  Fitness Centre
  •  Aerobic Studio,
  •  training facilities,
  •  physician office,
  • sports ware shop etc,

d). Commercial services Block consisting of the following.

  • Wide variety of shops
  • Coffee Shops
  • Bar Counters
  • Take Away service Restaurants
  • Communication Services
  • Secretarial Services
  • Casino plus other games

e). Restaurant with the following facilities

  • Main Kitchen
  • Service Room
  • Stores etc.

f). Cold Storage Facility containing the following.

  • Full furnished warehouse with Cold rooms’ facilities.

g). Office Accommodation Block containing the following

  • Offices for JKNIA Management
  • Offices for other government institutions at the airport
  • Offices for Airline Operators
  • Offices for travel and tour operators, hotel booking offices
  • Offices for other activities which  require to be  in close  proximity to the airport

h). Airport Trade Centre consisting of the following

  • Shopping Mall
  • Super Market
  • Food and Beverage Shops
  • Banking Services including Bureau de Change
  • Communication and Secretarial Services

i) Aircraft Maintenance Hangars consisting of:-

  • Main Workshop
  • Equipment Rooms
  • Store Rooms
  • Offices, wash and changing rooms
  • Waste collection pit
  • Ramp Area
  • Proper Drainage system etc

 j) Recreation Centre Complex with the following facilities

  • Swimming pool
  • Casino
  • Children games
  • Tennis court, Basketball yard, Volleyball yard
  • Amusement Park
  • Games for disables etc.

k) Development of a fuel farm facility

5). Expression of Interest(EoI) is invited from the interested entrepreneurs for pre-qualification for the project mentioned on no.4 .

6). Request for Qualification (RFQ) documents containing brief description about the project,eligibility for and guidelines on pre-qualifications , and other relevant information are available free of charge from the Office of the Director General, Tanzania Airports Authority, P. O. Box 18000, DAR ES SALAAM from 7:30 am to 3.30pm on Mondays to Fridays inclusive except on Public Holidays or could be viewed and down loaded from the TAA  website :www.taa.aero

7). All Request for QualificationS (RFQ) in one original plus two copies, properly filled in, enclosed in plain envelopes must be properly addressed to the Director General, Tanzania Airports  Authority , P. O. Box  18000,  DAR ES SALAAM.  All RFQ must either be delivered by hand or be sent by registered post so as to reach the Secretary, TAA Tender Board, Tanzania Airports Authority, P.O.Box 18000, DAR ES SALAAM, before the deadline for submission of bids.

8). The deadline for the submission of RFQ is 10.00 hours Local time on 7th April,2006. RFQ will be opened in public and in the presence of bidders’ representatives who choose to attend at the TAA Headquarters Office, Terminal one, Mwalimu JK Nyerere International Airport, at 10.00 hours local time on Friday 7th April,2006. RFQ sent by post must be registered. The outer cover shall be clearly marked “TENDER on RFQ No. 36 /2005/2006 FOR THE CONSTRUCTION AND MANAGEMENT OF REAL ESTATE DEVELOPMENTS AT MWALIMU JULIUS K. NYERERE INTERNATIONAL AIRPORT (JKNIA)

9). Telegraphic, Telex, Telefax and late non- Telegraphic, Telex and Telefax will not be accepted. Bids not received and not opened in public at the public bid opening ceremony shall not be accepted for evaluation irrespective of the circumstances.
